Steps to reproduce:

My preferences have the Shockwave Flash plugin as 'Ask to Activate'.   


Actual results:

When I visit a web page with flash, I see:
* A banner entitled "Allow mysite.com to run Adobe Flash?" with the options 'Continue Blocking" and "Allow"
* Instances of the plugin element on the web page contain a link 'Activate Adobe Flash'. 

When I click on the banner 'Allow' button, I get another UI element that drops down "Allow mysite.com to run Adobe Flash? with options 'Allow Now' and 'Allow and Remember'.  

The same happens when I click on an individual flash element on the page to enable it.


Expected results:

The key issue here is that Firefox has two UI elements whose purpose overlaps.  Either the banner or the drop down from the URL bar should be replaced.

Regardless of which of these goes, the one UI element should present the following choices:

"Continue Blocking"
"Allow Now" 
"Always Allow on mysite.com"

By so doing, you eliminate the annoyance of needing to click twice on the 'allow' button.

The same should go for the flash element in the page which should have:
'Activate Adobe Flash now' and
'Always Activate Adobe Flash on mysite.com'

In UX terms, this seems to be a simple change.  Bug 984724 also touches on a similar idea, although it deals with the context menu.
