[RTL][Settings]Go to Privacy Controls, you can find that the carats in list item are left-aligned but the direction of carats are mirrored.

[2.Testing Steps]: 
1. Set your phone language to Arabic. 
2. Launch settings app. 
3. Tap "Privacy Controls". 
4. Enter Privacy Controls and observe the carats of list items.

[3.Expected Result]: 
4. Carats in list item should be left-aligned but direction should be same as that in LTR languages.

[4.Actual Result]: 
4. Carats in list item are left-aligned but mirrored.

Triage P3: privacy controls are going to be preffed off (see Bug 1132377) by default. So although this is really bad, I guess this is a bug we can get to later. 
@Dylan: can you confirm you think the same? Or do you think we should give this a higher priority given that DT apparently still wants it for 2.2 (see comments in 1132377). thanks!

We could bump to P2 and should fix it but I wouldn't go as far as blocking+.

The screenshot in attachment #8574554 [details] agrees with the current RTL spec for 2.5(1) - we do want those arrows reversed like that. So this is not a bug
