Finding the place to manage "Cookie Sites" is not intuitively obvious from the Preferences UI. Recently I was trying to locate it and it took me a while to realize I had to click on "View Stored Cookies", which was not really what I wanted to do. My suggestions are to either rename the "View Stored Cookies" button on the Cookies tab to "Cookie Manager", or to add an extra button on the Cookies tab that specifically goes to the "Cookie Sites" tab in the Cookie Manager.
