Details

This is a tracking bug for work needed for Tab Persistence When Closed (i.e. The
Ability to persist tabs in the background once another tab is selected). To
implement this we should:

       #Add new nsISidebar.adPersistentPanel() API implementation.
       #Add security dialogs.

Estimate time needed to complete this is 3 days.
