 Insert a native SIM(神州行),Open and close data roaming,then connect network failed.
 
  REPRODUCING PROCEDURES:		
 
 1.When data roaming is closed.insert a native SIM(神州行)，connect network successful.
 2.Open the data roaming,then close the data roaming——>It will prompt"Lost data connectivity" And Connect network failed.-----KO
 
 
  EXPECTED BEHAVIOUR:
 Open the data roaming,then close the data roaming——>Connect network is successful.
 
 PS:Just 神州行SIM have this defect.Other native SIM is normal.

Try follow steps:
 1.Flash build
 2.Insert "神州行" SIM card.
 3.Go to Settings->Cellular & Data.

 5.open browser,can not connect network
 6.Power off and power on phone
 7.open browser,can connect network successful. but "Data roaming" is off-->OK
 
  EXPECTED BEHAVIOUR:Must turn on "Data connection" and "Data roaming", can
 connect network successful.

    I try to repro this bug by the above steps in Comment 8, but still can't repro on Flame v2.0&2.1&2.2&3.0 and Woodduck v2.0.
    And I also can't repro this bug by following steps.

Following Steps:
 1.Flash build.
 2.Insert "神州行" SIM card.
 3.Go to Settings->Cellular & Data.
 4.Turn on "Data connection". 
 5.Open Browser,can connect network.
 6.Turn on and turn off "Data roaming",then turn off and turn on "Data connection".
 7.Open Browser,open a URL.
**Device can connect network and view a website.
 8.Power off and power on phone.
 9.Open browser,can connect network successful. And the current "Data roaming" is off.

    这个pr测试部建议暂时不做修改，测试部提的建议如下：
 该PR是由于本地SIM，注册到漫游网络，引起的问题。目前在国内，只发现神州行卡有此题。
 建议不修改此PR，原因如下：
 1.Fire
 2-3.5不出中国区，国外卡几乎没有本地卡入网到漫游卡的问题。此PR影响不大。
 2.若是按照Du
 kai建议修改此PR的话，使用本地卡的用户，被提示：需要开启网络漫游才能上网。会引起客户的疑问。
 3.担心这样修改之后，引起其它的不稳定问题
