no widget in Open Web Location dialog receives focus

Details
When I open the Open Web Location dialog box, either using the keystrokes or the
menu, the dialog box pops up, but none of the widgets have keyboard focus. The
window itself has focus, but no further keystrokes will do anything in that
window. Once I click on a widget in the dialog, I can then tab around, type in
the text widget, etc.
I chose major severity because of the lack of accessibility -- a mouse is
required for this functionality.

This doesn't appear to be a duplicate, as I see the problem in Open Web
Location, but not in File->Open.
However, this bug does appear to be resolved as of the 2001-12-12 build, so it
can probably be marked as resolved/fixed.
