Reproduced using Nightly 39.0a1 20150311030203 using an Ultrabook with Win 8 64-bit. 

Scrolling in e10s windows is asynced. See bug 1030137#c22

Note, we currently are not blocked on this for e10s, getting touch working in win32 widget will require a lot of work, there's multiple bugs filed on that currently.

APZ with touch should be working in current Windows Nightly (assuming you have e10s enabled). Closing as WFM; if there are specific things still broken please file new bugs for them as I would like to get this done and shipped soon.
