1142347 - [email] Remove vscroll mitigation for bug 1135960 now that bug 1141362 has landed

The fix in bug 1141362 is a more general fix for the issue in bug 1135960, so remove the _initing mitigation that was done in vscroll.js to avoid the issue, since it was a specific fix, and no longer needed with the general mitigation in bug 1141362.

This is only an issue on master, not any branch yet. The specific _initing mitigation was introduced as part of bug 1128739 which is only on master.

Tested on flame device and confirmed that bug 1135960 did not show up with bug 1141362 applied on and with this change in place.
