The "Mail & Newsgroups Account Settings" dialog blocks the use of the mouse in other browser windows. To reproduce: 1) Go to Mail/News and bring up the "Mail & Newsgroups Account Settings" dialog. 2) Now try to use the mouse in this browser window. I cannot scroll the page, click in any field, open any of the dropdown lists, or click on any of the buttons. I can use the keyboard to navigate around and type in the text fields, etc. Now try it again but this time bring up the "Preferences" dialog. The mouse works fine in the browser window. It seens that only "Mail & Newsgroups Account Settings" is causing problems. Mozilla trunk build 2001-12-08-06 on Linux.

This bug has been marked a dupe of 116504 which itself marked a dupe of this bug. For this reason I'm going to set this bug to New. Maybe it should be marked Invalid or Wontfix but doesn't seem right to have one a dupe of each other.
