1142620 - Deploy loop-server-dashboard for Stage

We'd like to having parity in metrics measurement available for both stage and production (currently loop-server-dashboard only displays metrics for prod).  Though many of the loop-server-dashboard metrics at this point would largely be generated by loadtest activity, this in itself would be a good indicator of potential gaps in how our stage testing differs from real-world activity in production.

Steps for setup from :kparlante

[1] put all of the filters that are running on production on staging
[2] find a place for the "staging dashboard" to live
    (ideally: https://metrics.stage.mozaws.net/loop-server-dashboard)
[3] send the json files that staging generates to the staging dashboard

Katie can add a visual indicator to staging page so that stage metrics wouldn't be confused with production.
