Details
Videos with subtitles enabled are defaulting to Afrikans, the first one in the list.
According to the google docs, hl should set the default track:
https://developers.google.com/youtube/player_parameters#hl
However this does not appear to be working.
This may or may not be related to this bug reporting cc_lang_pref is no longer working:
https://code.google.com/p/gdata-issues/issues/detail?id=5679
I tried using the iframe api and a few variations on embedding but could not find anything that works. It's possible this really is a bug with google and not something we can fix.

According to https://code.google.com/p/gdata-issues/issues/detail?id=5679#c29:
"The fix for cc_lang_pref went live last week. The fix for picking captions based on hl is coming soon."

Since we use both cc_lang_pref and hl the fix already appears to be working. Tested ja subtitles and they correctly appear.
