This looks like some kind of startup ordering dependency problem with CPOW messages being sent before the component manager is set up:

That's something we should fix, but the same message appears in good logs as well, so I doubt it's related.

Hrm, failing to return an actor should cause the child process to die, right? How can this show up in "good" logs?

PContentChild::SendPJavaScriptConstructor has this:
    if ((!(actor))) {
        NS_WARNING("Error constructing actor PJavaScriptChild");
        return nullptr;
    }

This seems to only be called in GetCPOWManager().  If I recall correctly, this is called very early in startup, I think just as a way to initialize it so it is around later, so nothing really cares if it fails.  I think this is probably the call to GetCPOWManager() in ContentChild::Init() that just ignores the result entirely, so maybe we can remove it.
