Description:
After the user logs into a Firefox OS account with screen reader on, the whoe screen gets shifted up. This leaves an empty area at the bottom of the screen, and the top of the screen is inaccessible.

Repro Steps:
1) Update a Flame to 20150312010235.
2) Enable Screen Reader on Settings > Accessibility.
3) Go to Settings > Firefox Accounts > Create Account or Sign In.
4) Enter an email address, and select Next.
5) Enter the password and select Next.
6) Select "Done" when logging in is complete.

Actual:
The whole screen is shifted up. 

Expected:
The screen remains normal without any gap or inaccessible area.

Unable to check the issue on Flame 2.2 as it is still blocked by bug 1137906.

Nominating 3.0? since this issue looks pretty severe. 

Adding qawanted for 2.2 check once the fix for bug 1137906 has been uplifted.

This issue DOES reproduce on Flame 2.2.

Actual Results: All ui is shifted up after logging in with  screen reader enabled.
