Steps how to reproduce with German Seamonkey 2.33 Build 20150308222025 (Default Theme) on German WIN7 64bit:

0. Launch Browser
1. rightclick on Menu bar
   context menu with item "Settings for this tollbar" appears
   Bug: settings (concerning icons view and similar" are not for "this"
       Menu Bar, but for Navigation toolbar and Bokmarks toolbar

a) Text should give correct reference.
b) Same situation in Email-client.
Did you try SeaMonkey safe mode? Did you try in a new profile?
I understand Rainer as "The Menu Bar should not have the same context menu as the toolbars."

But even then Menu Bar can be customized and can carry additional icons. For example the Home icon with the house symbol. 

So this context menu is needed to control the size and the icon/text scheme of the icons.
