Option: "animate images once or never" doesn't work when animated gifs are
used as the background (why in the hell would someone do this anyway? i
need some way to stop it - please).
Actually, it semi works. When i first select the option, the image stops
appropriately. Then, after I scroll, it starts back up. It's the
background from hell.

There's bug 77312 for having a separate pref for background images.
And this one is a dup of bug 94938 "Animated image prefs don't apply to
background images"
