Details

We can use regular Postgres tools for backups or we can use Heroku's tools. One issue is that Heroku pgrestore uses s3 urls. Creating private, expiring s3 urls is challenging so far. Determine whether these are the appropriate way to fetch s3-based backup files, or if we should approach this a different way.
