If we have bundles precreated (ie https://ftp-ssl.mozilla.org/pub/mozilla.org/firefox/bundles/) we can use them with hgtool when cloning. This would save a lot of load on hg.m.o, and would be particularly helpful when we've snowballed to a standstill, eg bug 1144362. This is an extension of what we do for gecko repos already, just for releng repos too. Looks like the AMI creation for AWS already bakes these files in, so this is mainly for jobs that explicitly clone tools and/or mozharness.
[13:58] catlee-away nthomas: it would also help runner in case where it decides to clobber and re-clone should put them on s3 too
