[Nexus 5 v2.2 & v3.0][First Time Experience]The cellular data will turn off automatically, after you turn on cellular data and then tap "Next" -> "Back".

[2.Testing Steps]: 
1.Flash device.
2.Insert SIM card to device.
3.Turn on device, then tap "Next".
4.Turn on cellular data, tap "Next" again, then tap "Back".
5.Turn on cellular data again, tap "Back", then tap "Next".

Note: After  you end the FTU, the cellular data still is Off.

[3.Expected Result]: 
4 & 5.The cellular data should stay On.

[4.Actual Result]: 
4 & 5. The cellular data will turn off automatically.

This issue can not be reproduced.
I use flash tool to flash the latest image today (Mar 27th).

Hi Sean,

The bug will reproduced in Nexus-5 2.2 and 3.0. Only if you insert SIM when device enters FTU page, after you flash device.

Details steps:
1.Flash device.
2.When device enter FTU page(Select language page), insert SIM card to device.
3.Wait for a while. After device recognises SIM card, tap "Next".
4.Turn on cellular data, tap "Next" again, then tap "Back".
5.Turn on cellular data again, tap "Back", then tap "Next".

Expected Result: 
4 & 5.The cellular data should stay On.

Actual Result: 
4 & 5. The cellular data will turn off automatically.

Can we see if this is a UI problem and the toggle is displaying the state incorrectly? Or is cellular data *actually* getting turned off? One way to test would be to toggle it on, then complete the FTU and check if data is functioning and what the state is in the Settings app.

In step 2, do you mean inserting SIM card after device power-on and entering FTU?
