Overview: Offline, 'Download and Sync Messages' dialogs does not have access
keys (nmemonics). 

Steps to reproduce: File|Offline|Download and Sync Messages

Actual Results:  No keyboard access through mnemonics

Expected Results: keyboard access through mnemonics

Actual results: The "Download and Sync Messages" dialog only has one mnemonic
(the "e" is underlined in the "Select" button)

Expected results: Other items should have mnemonics:

a. 'M'ail Messages
b. 'N'ewsgroup Messages
c. 'S'end Unsent Messages
d. 'W'ork offline once download and/or sync is complete
