We're purging ourselves of git submodules, and legal-docs is one such for now. Suggestions from the meeting where this was discussed: 1. Move to a system like foundation-security-advisories where a management command handles maintenance of a separate clone of the external repo and importing of the data. 2. Move to verifying the master branch of legal-docs in a Jenkins CI server and having that process ship successful builds of the docs to bedrock somehow. We'd like to do 2, but in a crunch we could do 1.

I believe so. We are currently merging legal-docs changes manually. It could be automatically done once a week, for example.
