Bug 1145548 - [MCTS][v2.2] input device profile read and write
    
    1. skip cert depends on device profile
    2. add cert -p(--device-profile) command line parameter
    3. setup_logging just pass log_f as parameter instead log_manager in harness.py
    4. build command pass --device-profile parameter to cert and webapirunnter
    5. Instruct test to input device profile
    6. create persistent device profile if user specify the device profile file
    7. add -d(--debug) parameter to not uninstall marionette server in device
    8. add -c for --config
    9. add -l for --list-tests
    10. remove else after list-tests
    11. add the device_profile link and content to the summary report
    12. unlink the temporary device profile file
    13. load device profile file and store to env global variable in webapi testing
    14. add webapi_tests/semiauto/static/profile.html for device profile UI
    15. check device profile in global env if need to skip test in webapi test
