Because OpenH264 is downloaded at browser install time, there is a short window after install when it is not present. It would be nice to have an API to tell JS whether it is installed. Perhaps there is some existing API we could repurpose?

I agree it would be nice to know this. We're running into an issue where our integration tests fail sometimes because we haven't had enough time to install the openh264 encoder. It would be nice to be able to detect that it's not yet installed so we can wait for it.
