[docker-worker] Extending graph failure should cause task to fail

If the call to exstend task graph fails, a message is logged but then the task could still be reported as completed successfully.
Task states should do something better when they are not successful and the task should be resolved as failed.

Now we can explicitly throw at certain points during stopping a state and the task will be be marked as unsuccessful.
