Expected results:

Developer Edition should update when a new build is enable
It's a normal step in our release process to disable Developer Edition updates until Friday in release week to be able to assess quality. We do want to run some testing before getting the whole Developer Edition to use the new version to be sure the quality is high enough. This time around this was a very good idea because we had a pretty bad crash in the first builds.

Technically, this bug is invalid as it's a normal part of the release process, but I don't want to be harsh in marking it that way.

Updates to Developer Edition 39 should get enabled tomorrow.
I've fallen for this myself in the past.
