Steps to reproduce:

Used the moz-attention permission instead


Actual results:

moz-attention, is not available for general use.  The "moz-" permissions are only allowed for apps that are co-authored by the Mozilla platform engineering teams, because it indicates that the API is unstable/unsafe currently. 


Expected results:

Privileged apps should be allowed to use the attention permission
The attention permission is not available for non-certified apps, see https://developer.mozilla.org/en-US/Apps/Build/App_permissions

I am looking for a working solution, to bring my app to the front when a MozAlarm was called.

I was using the attention window and it worked well. However, the permission was not granted by the app reviewer team. This should be changed. The attention window should be granted for privileged apps.
