Adding Ted.  For some reason, minidump_stackwalk is bailing with:

This is a bizarre return code. In hex it's 0xc0000135, which some googling shows is an error code for "unable to locate component".

I was typing up a comment here and totally figured it out as I was typing, which is always nice. bug xxx made us fetch mdsw from tooltool instead of the build/tools repo, but the win32 mdsw binary is built with cygwin so it needs its supporting DLLs:

and they're not in the tooltool manifest:

That's bad, that means that minidump_stackwalk is busted on all Windows test machines right now.

Here's the actual stack I get from downloading that minidump and processing it locally. Looks to be a crash in jemalloc while freeing stuff during shutdown inside of exit().
