use token with timestamp on S3 yum repo

When the buildbox updates the yum repo in S3, it should upload a timestamp too. manage_repo.sh should check this timestamp and abort if it's newer than the local version, so it isn't possible to accidentally push an old repo.
I have implemented a timestamp-based token check into manage_repo.sh . The script has been updated on S3 and in socorro-infra-private.
