As seen in bug 1147392, while running Android xpcshell tests, a sutagent crash (or other temporary interruption of the devicemanager - sut connection) may result in a retry of an 'exec xpcshell', which may cause a single test to be run twice, with no cleanup in between.

I think it might be better to disallow devicemanager retry for the xpcshell exec.
We no longer use sutagent. I don't think this is a vulnerability with adb.
