[1.Description]:
[Flame v2.2 & v3.0][Cost Control]Device will show "Insert a SIM to enable Usage" page  insted of  "Please, after turning off airplane mode to enable Usage" page after user unlock screen, even if user insert a sim card.

Prerequisite:Device with a sim inserted
1.Open Usage app.
2.Turn on airplane mode.
3.Lock screen.
4.Unlock screen.

[3.Expected Result]: 
4.Device will show "Please, turn off airplane mode to enable Usage" page.
or
4.Device will back to Usage.
[4.Actual Result]: 
4.Device will show "Insert a SIM to enable Usage" page.

Able to reproduce this on 2.2. I see 3 different cases:
1. Use notification bar to turn on airplane mode
  * Open usage app
  * Drag down the notification center
  * Enable airplane mode using the icon at the bottom of the notification center
  * Drag up the notification to go back to usage app
  Result: The usage app is NOT blocked

2. Use edge swipe to go to settings 
  * Prerequisite: settings app was opened
  * Open usage app
  * Edge swipe to switch to settings
  * Enable airplane mode
  * Edge swipe back to usage app
  Result: See the "Please insert SIM" message instead of the correct "Turn off airplane mode" message

3. Use home screen to go to settings
  * Open usage app
  * Press home button, then tap the settings app
  * Enable airplane mode
  * Press home button, then tap the usage app
  Result: The correct "Turn off airplane mode" message is shown.

NI Marshall to see if he can handle it or find other developer.

All seems related with the same root cause. Marina thinks this is related with visibility change events and will take a look.

While Cost Control application is open I still can reproduce the same error even noticing the correct message, looking through the utility tray, appears when enabling air-plane mode. It seems to happen just after opening the application.

This is causing a strange behaviour. 

STR:
  1. Configure Usage
  2. Close Usage
  3. Enable Airplane mode from Utility tray
  4. Open Usage
  5. Disable Airplane mode from Utility tray
  6. Dismiss utility tray

Expected:
  The application is unlocked

Actual:
  The message "Insert a SIM to enable Usage" is shown.

Maybe this is a separated issue. Marina, can you check this?
