Description

Bug 447660 fixed some bugs and enabled "float breaking in columns" in
non-RELEASE builds. It's been enabled there for ~3 months now.
I think we can now enable it everywhere and let it ride the trains.

Testcase

> Mats is this worth a release note for 39 in aurora?

Column layout isn't used that much on the web so I'm not sure
this is newsworthy. I guess it's a nice improvement for sites
that are using it though (Wikipedia is using it on some pages).
The feature can be described as "Floats are now fragmented in
column layout".

I made this small testcase so you can compare the layout with
FF37 and older. I'll let you decide if you think it's worth
a note.
