Update the settings navigation to match new designs (desktop and mobile).

There are some code quality issues which will be addressed later, but I'm focusing on clearing the bug list first. Also might be some bugs and tweaks that need to be done such as closing the settings menu when the search menu is toggled.

I think when we open up smaller bugs, we don't reopen the original bug.
