Steps to reproduce:
surfed to http://www.ancient-wisdom.co.uk/maltahaltarxien.htm
pressed ctrl-a (select all)
pressed ctrl-c (copy)
pressed ctrl shift n (open new composer window) or ctrl-m (new mail window)
pressed ctrl-v (paste)
I also get this problem when I surf to for instance https://en.wikipedia.org/wiki/Megalithic_Temples_of_Malta and try to copy and paste the whole page
but also when I surf to the same https://en.wikipedia.org/wiki/Megalithic_Temples_of_Malta and try to copy and paste only part of the text that includes a header, for instance from the header of the page "Megalithic Temples of Malta" to "The Megalithic Temples of Malta are several prehistoric temples" (which selection will include the table with image on the right of the page)
Actual results:
nothing
Expected results:
the whole page of www.ancient-wisdom.co.uk/maltahaltarxien.htm or the texts of the other examples should have been pasted in the new composer or new mail window
As described, Paste does not work.

But, Paste Without Formatting, does (work).
(Now you won't get the pictures, but I suppose that's expected?)

I can reproduce this for "Mozilla/5.0 (X11; Linux x86_64; rv:36.0) Gecko/20100101 SeaMonkey/2.33.1", but only when using the HTML editor. Pasting into the plain text editor works.
I cannot reproduce this, however, for trunk: "Mozilla/5.0 (X11; Linux x86_64; rv:40.0) Gecko/20100101 Firefox/40.0 SeaMonkey/2.37a1" has paste working okay in both HTML and plain text editor.

NOT (no longer?) reproducible with installation of unofficial (by wg9s) De SeaMonkey 2.53.5 beta 1 pre Mozilla/5.0 (NT 6.1; Win64; x64; rv:60.0) Gecko/20100101 Firefox/60.0 Build 20200727210001 (Default Classic Theme) on German WIN7 64bit.
Fixed? Changes on web pages? WFM for now!

Please feel free to reopen this Bug if you still can reproduce the problem with a current SeaMonkey version, a newly created User Profile and a current OS.
