We should get rid of the first two paragraphs, and replace them with something like this:

"Thank you for your contribution to the Mozilla add-ons ecosystem. This submission process allows you to host your add-on on this site, or get it signed for self-hosting.

To complete your submission, you'll need your add-on package (.xpi, .jar, or .xml)."
