STR:
 0. Have an OTA or FOTA update ready to download
 1. Track "GeckoUpdater|AUS" in logcat
 2. Tap the "Download" button
 3. Leave the device unattended for a while, with the autolock enabled in Settings, Display (configured on 1 min for me)
 4. Wait for device to lock itself and make sure GeckoUpdater in logcat has finished: "03-27 16:44:49.477 3745 3747 I GeckoUpdater: Finished applying update"

Expected:
When I unlock the device, I see the "Do you want to reboot and apply this update"

Actual:
I don't see this message, and the update is still marked as downloading.

Tapping on the update notification, cancelling it, then re-triggering download will immediately show the install dialog, proving that it was already ready.

Reproduced 100% on Z3 Compact.
More elements: if I follow the workaround described, i.e., I am presented with the dialog and that I leave the device unattended again (like during filing this bug), then when unlocking I'm again in the state of the dialog not visible and the update notification still showing "Decompressing ...".
