If we want to pull this app into the Gaia build system, we have to have "external" set to "true" in 'metadata.json', otherwise the build system will search for the l10n properties and find that they're missing.

There was also a stray `locales: {}` key in 'manifest.webapp', which was tripping up the Gaia build.
