STR:
1.) Goto Settings->Cell&Data->Network Operator
2.) Select "LTE" from Network Type drop down
3.) Goto Dialer and make phone call
Expected: call is made
Actual: "Cannot make call. If you are already dialing, please hang up first."

Well, that works for me: connected with LTE (and data enabled), placing a call properly downgrades to H+ and I can call my voicemail.
There was some regression regarding placing calls recently (bug 1145079), and I don't think we support VoLTE yet.
Michael, could you check whether it properly switches to 3G network in this case?

If I set only LTE, I do reproduce this 100%. I'm not sure this bug should be considered as valid: does your network supports VoLTE ?
If yes, and if we have it on B2G, then it's a valid bug.
If no, then it's an expected behavior: you forced LTE only and there is nothing to properly place calls.

My network, AT&T, does indeed support VoLTE.
