[Flame][v2.2&v3.0][Homescreen]Insert SIM card and reboot device, on operator message screen, the spacing between "Close/OK" button and screen edge are not the same.

1. Insert an 3G CU/CMCC SIM card.
2. Reboot device.
3. The operator message screen pop up.

Mass update: Resolve wontfix all issues with legacy homescreens.

As of 2.6 we have a new homescreen and having these issues open is confusing. All issues will block bug 1231115 so we can use that to re-visit any of these if needed.
