Moving symbols in customize mode does not always allocate the correct place

Steps to reproduce:

1. Make a right click at an empty place in the tab bar and select "Customize...".
2. Drag a symbol from the symbol bar to the end of the symbol bar of the customize mode (the empty place that is more right and down than the last symbol) and move it around.


Actual results:

Sometimes the last and sometimes the forelast place for the dragged symbol to land in gets allocated.


Expected results:

In this case always the last place should get allocated.
