[1.Description]:
[Flame][v2.2&3.0][Settings]When user inserts a non-local SIM card in device, and enables "Data Connection", "Data Roaming", then disable data connection in notification page, it is disabled but the status in "Settings"->"Callular&Data"  page does not update.

[2.Testing Steps]: 
Prerequisite: Insert a non-local SIM card in device
1. Launch "Settings".
2. Choose Callular&Data item.
3. Enabel "Data Connection" and "Data Roaming".
4. Invoke notification page and disable data connection on notification page.
5. Launch "Settings" ->"Callular&Data" again.

[3.Expected Result]: 
5. The "Data Connection" item should be disabled.

[4.Actual Result]: 
5. The data connection can be disabled from notification page, but the status of "Data Connection" in settings does not update.
