We don't have any build builders to trigger pgo talos jobs on mozilla-aurora and mozilla-beta

We're going to fix mozci to detect this and be able to detect this.
In aurora and beta we only have build builders that trigger the pgo talos builders, however, there is no *opt* builder to trigger the *opt* talos builders.

It seems that we can detect this now on mozci, however, we're using an older version of mozci in buildbot-configs and that is why the tests are passing.

If someone spends time touching b-configs for talos, it would be nice if we cleaned this as well.
