User Agent: Mozilla/5.0 (X11; Fedora; Linux x86_64; rv:36.0) Gecko/20100101 Firefox/36.0 Build ID: 20150321201428 Steps to reproduce: I went to a page that requires Flash. This forced me to change the setting for the Flash plugin from "Never Activate" to "Ask to Activate". Actual results: The page that requires Flash could now be allowed to use flash by changing the page permissions to "Allow" for the Flash plugin. However, other pages are now showing me a place-holder for the Flash plugin saying that the plugin is blocked. When the plugin was set to "Never Activate" the pages would detect this and change to an HTML based video player. Expected results: The page where Flash is allowed should show the Flash plugin (as it does now). But pages where the plugin is blocked should behave the same as when the plugin is set to "Never Activate". Another option is adding a new permission state to the per page settings if you wish to keep the place holder approach for "Block".

Resolving as wont fix, plugin support deprecated in Firefox 85.
