[Flame][v2.2 & v3.0][Homescreen]The previous wallpaper will show about 1 sec, and then it switches to the newly selected wallpaper.

[2.Testing Steps]: 
1. Long press at blank area at home screen.
2. Select Change Wallpaper -> Wallpaper.
3. Tap on any picture.
4. Observe the homescreen.

[3.Expected Result]: 
4. The newly selected wallpaper should appear directly.

[4.Actual Result]: 
4. The previous wallpaper shows about 1 sec firstly.
