Details

Reproducible on Firefox 37.0 build 2, Firefox 38 beta 1, latest Aurora 39.0a2 and Nightly 40.0a1 e10s on/off
Affected Platforms: Windows 7 64 bit (2 different machines)

Steps to reproduce:
1. Launch Firefox with a clean profile.
2. Go to Add-ons Manager -> Plugins tab
3. Lock screen and wait ~1 minute - until OpenH264 or DRM plugins, where applicable, are installed.

Expected result: Both plugins are installed (gmp-eme-adobe and gmp-gmpopenh264 folders are available via user profile folder).

Actual result: "..will be installed shortly." message is displayed for both plugins. Painting issues at click on any plugin.

Notes:
1. Screencast: http://goo.gl/XQhpNB
2. Not reproducible on 1 screen Windows machines, Ubuntu (1 and 2 screens machines) nor Mac OS X 10.9.5.
3. Regression range (m-c):
Last good revision: 035a951fc24a
First bad revision: f1f48ccb2d4e
Pushlog: https://hg.mozilla.org/mozilla-central/pushloghtml?fromchange=035a951fc24a&tochange=f1f48ccb2d4e

We're in the process of removing support for plugins (bug 1677160) and bug 1687239 has removed the relevant Layout code, so I think this bug is irrelevant now. Please reopen it if I'm mistaken.
