Details
When editing the (HTML) source of a page using the composer the vertical scrollbar does not display a slider. It is still possible, however, to navigate using the keyboard. The bug also appears on local files with full read/write access.
8h old linux CVS: Both horizontal and vertical scrollbar thumbs are missing in HTML source view.

I think there was some general problem with scrollbars in some older builds; resolving as worksforme so QA can verify that it isn't a problem. Reporter--please test again with a newer build and report your results back here.
