[1.Description]:
[RTL][v2.2 & v3.0][Settings]The ellipsis is displayed at left side of the LTR operator name in Data Settings and Message Settings views.

[2.Testing Steps]: 
Precondition: Insert SIM cards into device. 
1. Set your phone language to Arabic. 
2. Launch Settings app. 
3. Tap "Cellular & Data". 
4. Tap "SIM 1" or "SIM 2". 
5. Tap "APN Settings". 
6. Tap "Data Settings" or "Message Settings".

[3.Expected Result]: 
6. If the operator has a long LTR name, the ellipsis should be displayed at right side of the name, if the operator has a long RTL name, the ellipsis should be displayed at left side of the name.

[4.Actual Result]: 
6. When the operator has a  long LTR name, the ellipsis is displayed at left side of the name.

Per comment 2, the issue in comment 0 cannot be reproduced on latest FlameKK v2.5&master, Aries master build. The new issue of "but the text is cut off and overlap with the button on left" in comment 2 also cannot be reproduced.
