1150881 - report/list has an empty Reports tab when looking at a beta version

This is an absolute blocker and makes Socorro unusable for our day-to-day work. Please back out whatever caused this is fix within today.

Any report/list page for a beta version does not list any items in the Reports tab any more. I guess this is connected to bug 1131068 and the rework in bug 1149064, but this is completely unacceptable, we need those report lists for our daily analysis of beta crashes, esp. as beta is the priority #1 for stability work.
Bug 1150795 is already a regression that should *never* happen on prod, but this is even worse in practice for me.

Fixed by the revert and pushed in bug 1150935.
