115098 - Tab key goes to URL bar instead of next input field

Go to a page with more than one input field (e.g., the Bugzilla query page). 
Set focus to one of the input fields by clicking in it.  Then (with or without
typing something first in the focused field) press the Tab key.  This ought to
cause the focus to go to the next input field.  Instead, it goes to the URL bar.
 This seems to happen only immediately after the page is loaded and rendered,
when you click on an input field as the first thing you do after the page loads.
 If you click on several fields, or tab your way back into the form, the Tab key
works correctly thereafter.

I'm also seeing this on WinME 2001121303.  This is a recent regression since
2001121103 works as expected.

Also seeing it here on Win98 build 2001121306
If I load the page and just start tabbing things work as expected. It only
occurs with first click and tab. Normal afterwards. Even on a fresh load of the
same page (EG 'enter' in the location bar).
