1151051 - Sort option with "channel, priority" would be very useful

During 37.0.1 release, I was really wishing I could sort by channel then priority.

Use cases:
 a) final verify of rule set for "release". The release rules are intermingled with the release-localtest & release-localtest rules

 b) compare rule sets between channels. E.g. when moving from on phase of release testing to another (release-localtest -> release-cdntest -> release). 

While bug 1151045 would address (a), it would not help for (b).

This is super easy to do, just need a tweak of this data structure: https://github.com/mozilla/balrog-ui/blob/master/app/js/controllers/rules_controller.js#L47

I don't think is necessary now that the primary means of Rules navigation is a filter on product+channel, which then sorts by priority.
