If you follow the link above, you will see that the mobile partners page links to the Apps Submission process in MDN.  I noticed that the Apps Submission process says it undergoing maintenance.  Is it possible to have this page updated (i.e. maintenance completed) by May 1, 2015?

I'm not sure why it says undergoing maintenance, rebloor added it in July 2014.

Richard did a complete revamp of the submission process docs, but unfortunately the partners site still links to an out-of-date page. It should link to 

https://developer.mozilla.org/en-US/Marketplace/Publishing/Submit/Overview

I have updated the currently linked page to this:

https://developer.mozilla.org/en-US/Marketplace/Publishing/Submit/After_submission

But I've not yet linked it anywhere because it doesn't contain very much useful content - we ought to discuss what information we think should be contained on such a page, so I can get it updated.

Why not have the old submitting_an_app page redirect to the new overview page instead of the after_submission page?

This probably would have made more sense in all honesty, although one problem with MDN redirects is that you end up getting those ugly "Redirected from" boxes appearing at the top of the articles when redirects are used. So it makes more sense to use the correct URL anyway.
