I have a browser session with 0 ghost windows in the parent process, but over 100 in the child process.  If I go to about:telemetry, the value of GHOST_WINDOWS is 0.  I don't know what the state of telemetry is for e10s, but my guess would be that it is only counting the ghost windows in the parent.  It is also possible that it is broken in some other way.

e10s child process telemetry was just broken. I think it is supposed to be working now, but if it isn't, I'll file a more general bug.
